Bsnl has recently changed their Data tariff and now their is no more unlimited plan either in 2G or 3G segments. It is quite surprising to me, Why BSNL did this within a month of launching of Mobile Number Portability. Bsnl may lose some customers who are attached to BSNL due to cheap Data plans.
Stel is one of the fastest growing network and winner of 3G spectrum in some circles including Bihar. Stel has some good plan in GPRS.

About Speed:
Stel network supports EDGE and data transfer rate is quite good in compared to other EDGE networks, at least in Bihar. I have tested and it was about 30 KBps downloading speed. I have also tested Airtel, BSNL(2g), DOCOMO and Aircel GPRS and found these are much slower than Stel.
So for now switch to Stel and enjoy Unlimited GPRS on 2G network. The speed is not “super lightning” but good.
